The regime reached out to international powers as Nato forces reportedly launched a fresh airstrike on Gaddafi's forces near the oil city of Brega.
Rebels said the troops' convoy of eight vehicles was hit early on Tuesday. Both sides are battling for control of the key port, which has changed hands several times.
State television earlier showed what it said was Col Gaddafi being driven through a crowd of supporters outside his fortified compound in the capital Tripoli.
He apparently waved to his backers through the roof of his vehicle as bodyguards tried to prevent his supporters from mobbing him.
Libyan government spokesman Moussa Ibrahim told foreign journalists: "We could have any political system, any changes: constitution, election, anything, but the leader has to lead this forward.
